By the late 1980s the park had 300,000 square feet of industrial manufacturing space housing six separate plants and employing more than one thousand people. One of these businesses, established in 1979, is Chata Enterprises, a company that supplies the General Motors Corporation with wire harnesses for automobile instrument panels.

This council was composed of the leaders of each town, or talwa, in the confederation. At its meetings the council debated and decided matters of national importance, such as treaties, wars, and the admission of new groups to the confederacy. The council meetings had political, religious, and social significance and were times of great cele- Page 21 bration. The council, however, did not discuss matters of local concern, respecting the right of each talwa to organize its own affairs. The talwa was the basic unit of confederation in the Muscogee Confederacy, and each talwa had its own governing council, mediated its own disputes, and punished its own offenders.
